As we all know, Chloe had emathetic abilities. She took on the pain or death of someone else and basically gave them her own life force. She'd get whatever pain they recieved or their death and wake up from that death many hours later. I guess it depended on how severe the death was.
Now, another time where we see amazing abilities and then see them reced is when their is an obsticle or lesson for the young hero to learn. Look at Spiderman. He lost his powers for a period of time because he was abusing them and needed to remember why he started using them in the first place. I'm thinking the same could be said for Chloe.
